Officers were called to Ferry Dock Hill, in the area off Front Street between Cromwell, at around 6:20 a.m. Friday.
Police said the investigation is in its infancy and is ongoing.
Further details, including the deceased's gender or age, were not immediately available.
Residents are advised to avoid the area while police conduct their investigation.
