A change in a provincial funding formula helped Windsor achieve a zero per cent tax levy increase this year.
The City of Windsor received $25,333,990 through the Ontario Municipal Partnership Fund (OMPF) in 2026, nearly $1 million more than last year.
"In a year where we did a zero budget because we're dealing with affordability we still want to invest responsibly. Responsible investing means that we look for every funding source. OMPF has been a consistent funding source for us that we've been able to use across a wide variety of municipal uses," said Windsor Mayor Drew Dilkens.
The fund was created to help municipalities pay for services that are typically seen as provincial functions.
"It's available for the municipality to use in their budget and it's recognizing that there are provincial costs that the municipality has to incur. That's the genesis of it," said Windsor-Tecumseh MPP Andrew Dowie.
Amherstburg, Essex, Kingsville, and Lakeshore also saw slight increases to their 2026 allocation. Leamington and Tecumseh saw a decrease in their allocations.
