Hilary Payne, former longtime Windsor CAO and councillor, dies at 93

A longtime champion of the City of Windsor has passed away.

Hilary Payne, who wore a few hats in a long, distinguished career in municipal service, died on Tuesday, according to an obituary from Simple Choice Cremation.

He was 93.

Windsor Mayor Drew Dilkens took to social media on Thursday evening to reflect on the Irish-born Payne's career.

"He was 86 when his final term ended and was a true role model for civic engagement and service," wrote Dilkens. "Hilary exemplified many important attributes that allowed him to be a successful councillor. He was incredibly smart, passionate about our city, wanted to see it succeed and presented with a mature and driven demeanour to help enact change."

Payne served two terms on council, representing Ward 9, until he was defeated in the 2018 municipal election.

Dilkens said Payne never backed down from something he was passionate about, but had the civility to acknowledge when he may have been off base.

"Of importance, Hilary knew how to work through complex issues and understood that all gains are incremental," wrote Dilkens. "Hilary was never shy to share his opinion nor to disagree with yours, but he did it with civility and respect; a trait so common in an individual of his generation. He voted against Bright Lights Windsor, as he thought it was too expensive [he did know how to pinch a penny], but had the courtesy to explain himself in advance, and then tell me he thought he was wrong after he saw the public response a couple years later. "

Before being elected to City Council, Payne worked for the City's administration for 25 years, as an engineer and the longest-serving CAO in Windsor’s history.

After leaving City Council, Payne began a consulting business that helped clients navigate red tape in municipal government.

He is survived by his wife of 64 years, Gloria, plus three children, five grandchildren, and a great-grandson.

Payne's remains have been cremated, and a private family service was held.
