SIU ends investigation of fatal Windsor police shooting

The Special Investigations Unit (SIU) has concluded its investigation into a September 2025 shooting by Windsor police.

Police contacted the province's law enforcement oversight agency after a man was fatally shot by officers in the area of Stanley Street and Lillian Avenue on September 18, 2025.

The man called 911 to say that he was armed and that he wanted to take his own life.

Officers located the man in the backyard, and he pointed a gun in the direction of the police before going back inside the house. The man exited the house again after the officers tried to negotiate with him.

Upon leaving the house, he pointed the gun at the police again, and three officers discharged their weapons. The man was shot and taken to the hospital, where he later passed away.

The SIU say that the investigation revealed that the man had pointed his weapon at the officers and had threatened to kill them.

SIU Director Joseph Martino wrote in his findings that despite the intensity of the situation, investigators could not come to the conclusion that the officers were not in danger.

"On this record, giving due weight to the highly charged atmosphere that prevailed at the time and the delay inherent in reaction times, I am unable to reasonably conclude that the complainant did not represent an imminent risk of grievous bodily harm or death to either officer through the entirety of their gunfire," wrote Martino. "For the foregoing reasons, there is no basis for proceeding with criminal charges in this case. The file is closed."
